Climate justice and global cities: Mapping the emerging discourses

The paper draws on case studies and a database of initiatives from 100 cities to examine the emergence of the discourses on distributive and procedural justice in urban responses to climate change.

The paper seeks to examine the ways in which concerns about justice are being articulated in the planning and implementation of urban climate change policy and projects, and consider the extent to which the city provides an arena within which questions of climate justice could be thought anew. The authors showcase the differences across the mitigation and adaptation domains in the ways by which the principles of climate justice have been articulated. They have also addressed some of the critical challenges in translating these principles into the urban arena. Drawing on an analysis of the projects and interventions taking place in 100 global cities in response to climate change, they have identified the explicit articulations of distributive and procedural justice across the adaptation and mitigation domains in only a small number of cities.

The authors highlight how the urban context brings to the fore the difficult questions of forms of procedure and type of participation, which could count as “just”, in the context of the widely-variegated forms of climate change response. While similar principles of distributive and procedural justice can be applied to both mitigation and adaptation, in practice, notions of justice are articulated differently across these domains. The authors also highlight specifically the differences in the ways in which justice has been articulated and what it has come to mean when it is framed at different scales, from nation states to individuals.

The authors find that there is limited explicit concern with justice at the urban level. However, where discourses of justice are evident, there are important differences emerging between urban responses to adaptation and mitigation, and between those in the north and in the south. Adaptation responses tend to stress the distribution of the “rights” to protection, although those in the South also emphasize the importance of procedural justice. Mitigation responses also stress the “rights” to the benefits of responding to climate change, with a limited concern for “responsibilities” or for procedural justice. The authors also find that while adaptation responses tend to focus on the rights of individuals, discourses of collective rights are emerging in relation to mitigation. They notice less of an emphasis on matters of procedural justice; such matters are more likely to be a concern in initiatives in the south, whereas responses in the north (often focused on the adaptation to heat) are more technocratic in their orientation.

The Winds of Change: Environmental Justice in Energy Transitions

This article argues that renewable energy systems create procedural injustices just as much as fossil fuels and proposes a collaborative approach to renewable energy governance for a just energy transition.

This article explores the environmental injustices created by the development of energy systems including renewable energy systems, such as the inequitable distribution of environmental hazards and the limited engagement that affected communities have in the decision-making related to the systems. It uses the example of wind energy, describing how wind farms could affect communities and the environment as well as discussing the lack of participation by frontline communities in the governance of renewable energy systems as a cause of procedural injustice. In addition, it proposes community-led energy production as a solution for a just energy transition.

Focusing on wind turbines, the author of this article argues that renewable energies create environmental injustices and health issues for local communities just as much as fossil fuels. The author further suggests that the lack of participation by frontline communities in the governance of these energy eco-systems could be an intentional approach by policymakers and corporations to avoid slowing down the scaling of technology. The author concludes by calling for a democratic approach to energy governance whereby participatory knowledge production is acknowledged as an “integral” part of the energy system. She also advocates for community-led energy production to ensure that technologies being deployed are compatible with the environment in which they live.

 

Rybnik Transition City: A research report on the narratives of Rybnik’s inhabitants

Relying on "Deep Listening", the report presents a reconstruction of diverse perspectives of stakeholders in Rybnik, Poland regarding planned mine closures, entrepreneurship, and the quality of life, as well as portrays the city in its functioning today and its vision for the future.

The report looks at the transitions taking place in Rybnik, Poland — one of Europe’s biggest coal regions. It is a part of the Rybnik360 project — a pilot project aimed at developing systemic innovations that support the transformation of the city from its coal mining past. This report employs the “Deep Listening” method that consists of a diagnosis of the situation through a series of interviews with Rybnik’s inhabitants. It focuses on three themes—planned mine closures, entrepreneurship, and the quality of life. Through over 100 partially structured interviews, the report evaluates changes taking place in the city over the last 30 years, perceptions of the current situation in the city, along with the challenges and opportunities related to the further development of the city.

Applying the “Deep Listening” method, the report sets out the context related to the resources and key aspects of the city functioning from the points of view of its inhabitants and opinion leaders. Furthermore, it identifies the key actors and offers a polyphonic narrative of the city within the context of the three themes that are explored through the voices of its inhabitants. Conclusions drawn by the author suggest the need for future-oriented thinking, the strengthening of a local identity, a focus on improvements in the quality of life, and efforts to increase access to accurate information. The narratives section, in particular, provides a useful and replicable approach in highlighting and framing the perspectives of various stakeholders in the city.

How Local Energy Initiatives Develop Technological Innovations: Growing an Actor Network

This article describes the outcome of studies conducted to understand how socio-technical innovations for energy transitions can emerge at the local level.

This article explores innovative approaches adopted by local energy initiatives to create networks that enable grassroots technological innovations to facilitate the local energy transition to a more sustainable system. The authors examine the different components, actors, and phases of a project initiation to better understand how relationships at the grassroot levels can be built to enable these innovations. They conclude with lessons on how local energy initiatives can improve their networking capabilities.

Through various theories such as the “actor-network theory”, the authors seek to understand how local-level technological innovations are developed and identify the key elements influencing the process. They then analyze the development of networks in four stages during which ideas are conceptualized, problematized, interpositioned , and substantiated. Furthermore, they highlight the power imbalance that often emerges between energy initiatives and other stakeholders, such as banks, arguing that this could lead to a one-side-relationship that can further complicate network building. In addition, they discuss the importance of non-human “actants”, such as the environment, money, and other materials, during project development. Next, they also examine the innovation process by using case studies to better understand how local energy initiatives engage with different stakeholders.

Finally, the authors conclude with lessons on how grassroot-level energy initiatives can better develop socio-technical innovations for renewable energy, while harnessing local opportunities and talents. They argue that more scrutiny is needed at the start of a project to make it convincing, and even more importantly, to ensure all aspects of the project are well-aligned. In addition, they offer recommendations for future research to: scale up evidence on socio-technical innovations across the world; provide conceptual guidance on how relationships between stakeholders are built; and better understand existing policy frameworks that support these innovations.

 

Using climate finance to advance climate justice: the politics and practice of channeling resources to the local level

The report makes a case for the targeting of adaptation finance at the local levels of government through direct access modalities to address equity concerns and describes the main obstacles local governments and local civil society groups face in accessing adaptation finance.

The authors argue that some of the social, political, and economic processes that create and sustain inequalities within a country are typically the same as those that allocate climate finance. Adaptation finance may, therefore, advance climate justice between countries, while doing little to enhance climate justice within countries. The latter is viewed, in part, as a means of increasing justice through the redistribution of resources.

Using an urban lens for its analysis of low- and middle-income countries, the report outlines the ways that local governments and local civil society groups can increase the adaptive capacities of urban residents. The subsequent section identifies the barriers to disbursing adaptation finance to local organizations by illustrating how power relations favoring national and formal agencies create various economic, technical, and institutional obstacles for local organizations. This analysis informs the assessment of financial intermediaries and planning systems as entities that could be deployed to enable local organizations to access adaptation finance. The authors use some examples to illustrate how municipal authorities and organized groups of urban residents have been successful in using small amounts of resources to shift political dynamics. They suggest that there is scope for adaptation finance to have a transformational impact on procedural and distributive climate justice.

The authors acknowledge the risks involved, as channeling finance to the local level could end up: supporting patronage networks and clientelism; overburdening local actors with responsibilities beyond their existing capabilities and lead to the formalization of their processes that result in new exclusions; and/or making such organizations dependent on donors, rather than strengthening local accountabilities. However, the authors suggest that there are emerging capabilities, particularly within some local civil society agencies, that can enable the reversal of exclusionary practices and demonstrate how this may work with respect to adaptation finance.

Seizing the Urban Opportunity: How National Governments can Recover from Covid-19, Tackle the Climate Crisis and Secure shared Prosperity through Cities

This collaborative report examines how national governments can leverage cities to help address the triple challenge of Covid-19, sustainable development, and climate change.

The authors discuss how national governments can harness cities to bring about a sustainable and inclusive post-pandemic economic recovery while achieving climate goals. They focus on six emerging economies to demonstrate how fostering zero-carbon, resilient, and inclusive cities can advance national economic priorities for shared prosperity.

Referencing case studies from China, India, Indonesia, Brazil, Mexico, and South Africa, the authors explore three themes: 1) the need for a low-carbon urban transformation and its associated socio-economic benefits; 2) the importance of both resilience and decarbonization; and 3) the availability of resources to foster low-carbon, resilient, and inclusive cities. To inspire countries ahead of the 2021 UN Climate Change Conference (COP26), they analyze how cities can help national governments not only achieve their climate goals and shared prosperity, but also accelerate the Covid-19 recovery by making them more connected, inclusive, and clean.

The authors conclude with a global call to action, urging national governments to develop climate and sustainable development strategies centered around cities. While governments are essential to implementing transformative policies, the authors urge national leadership to partner with the private sector and local climate-action groups to finance sustainable and resilient urban infrastructure.

Enhancing the Role of National Development Banks in Supporting Climate-Smart Urban Infrastructure

This paper focuses on enhancing the role of national development banks in accelerating investment in climate-smart urban infrastructure.

Because cities are essential to climate mitigation and uniquely vulnerable to climate impacts, there are compelling and wide-ranging reasons for them to invest in low-emissions and “climate-smart” infrastructure. However, cities face various barriers to implementing such changes, including pressure to address infrastructure deficits and improve basic services. In this context, the authors explore how national development banks (NDBs) can support climate-smart investments and address cities’ larger systemic challenges in their efforts to contribute to the Paris Agreement goals and broader development objectives.

The authors emphasize the comparative advantages of NDBs in supporting climate-smart urban infrastructure. They recommend several opportunities to enhance NDB support for such investments. Some of these recommendations are directed at NDBs, while others require action by national and local governments, bilateral cooperation agencies, and multilateral development banks or international financial institutions.

Just Urban Transitions: Toward a Research Agenda

This article proposes a new approach to just urban transitions and identifies additional research priorities to inform them based on gaps in the underlying justice literature.

Despite growing policy discussions around urban climate action and just transitions, the requirements for a just urban transition (JUT) are not well understood. This article explores JUTs by examining the intersection between urban climate action and just transitions.

The authors examine the different areas of justice scholarship—including environmental, climate, energy, and urban justice—that can inform JUTs. These various fields have elevated distributional impacts and demonstrated the importance of decisionmaking processes. However, the authors conclude that justice scholarship is largely retrospective and focused on “redressing harms rather than identifying and elaborating on agency in the process of change moving forward.”

To address this gap, the authors argue that “shifting from an evaluative perspective to a change and process-oriented perspective is critical to forwarding a JUT research and policy agenda.” Consistent with just transitions policy discussions, they call for a forward-looking approach that integrates justice principles and emphasizes change processes, alternative futures, and political and structural barriers. They conclude by identifying key questions for subsequent research on JUTs.

Industrial Risk Management: Shifting towards a More Just Transition

This report discusses France’s transformational change in industrial risk management from a top-down model to a more inclusive approach.

The authors examine France’s efforts to improve its approach to industrial risk management to promote fairness and resilience. The authors describe the traditional technocratic approach to managing industrial risk, contrasting it to the new legal framework—the Technological Risk Prevention Plan (PPRT)—introduced following a 2001 chemical plant explosion in Toulouse. This approach seeks to impose safety zones around industrial areas based on experts’ opinions and input from residents, bringing new voices into risk management.

The authors evaluate the implementation of this new legal framework in the industrial area of Dunkirk, discussing challenges due to technical complexities, competing interests, and inadequate consultation processes. They outline subsequent adjustments to local legislation to complement the PPRT and ultimately conclude that, while there are some failures, the process has encouraged fairer governance dynamics and local resilience.

Just Transition for All: Analytical Evidence

This brief includes nine short essays on a range of issues related to just transitions, including summaries of various tools and strategies and brief regional case studies.

This brief consists of short papers prepared for a breakout session of the 24th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP24) in March 2018. The papers examine various just transitions efforts around the world, including different approaches to green transitions, a case study of distributional impacts in Germany, and a summary of green coalitions and movements in the United States.

Several of the authors emphasize implementing social protections and promoting inclusion to ensure a just transition to a low-carbon economy. The document calls on countries to take urgent action to train workers in the skills needed for a greener economy and to provide them with social protections to facilitate the transition to new jobs. One author argues that a truly just transition cannot focus solely on unionized coal miners but must consider informal workers or service providers as well. Another essay classifies just transitions approaches in terms of their inclusiveness and ambition, offering a useful taxonomy for assessing them. Another author argues in favor of a “systems approach” to just transitions that would use not only sectoral data but also microeconomic, demographic, and social survey data to create a more holistic view of societies in transition.
